According to Paul O'Neill Iraq War planning began day one of Bush administration.

If true, that's a horrible indictment of both the Clinton administration and the elder Bush administration, and possibly the Reagan and Carter administrations as well.

Or perhaps of the Pentagon generally.

They should have an assortment of war plans sitting on the shelf for every part of the world that's even halfway likely to break out into violence. Saddam Hussein's Iraq would certainly have qualified as such an area, as did (and do) most everything else in the neighborhood.

And all such plans should allow for the possibility that the United Nations will bleat and baa, and sit on its collective hands. (In fact that should be the expected event.)

But heck, with the mess that Brexit has become, plus various other internal stresses and conflicts of the European Union, they should be thinking about maybe dusting off and updating any old plans for that region that they may still have lying around. Or preparing new ones.
