Actually changed their policies earlier this year. Vanguard no longer charges commissions on most ETFs, whether they are Vanguard ETFs or not. Their current NTF ETF list contains about 1,800 ETFs.

Observation: There are ETFs on that list that Merrill Edge won't let you buy at any price!
