IRD is calculated as you indicate, but I am not convinced that distributions from IRAs can be used to reduce estate taxes.

IRAs do not receive stepped up basis. Inherited assets outside of an TIRA are more valuable than in an IRA.

This doesn't mean that you should suddenly withdraw all assets in an IRA, but that estate planning is needed.
