apparently the gubmint believes it is our kids who waste all the energy so they ear-mark this campaign toward them

As for "believes it is our kids who waste all the energy" the press release you quoted states that "The Energy Efficiency Campaign currently targets children between the ages of eight and 13, but in future phases it will also target parents and teachers" so it's
just phase one that is for kids.

As for "the gubmint believes" I know it's all the fashion
and politically correct to "bash" government (or "gubmint" or
whatever) however looking at the press release again, it
states that while it was "launched" by the DOE, and while DOE
was a "sponsor" along with "The Home Depot, the North American Insulation Manufacturers Association, the National Fuel Funds Network, and 20 state energy offices" it was not DOE who even designed (!) the program,

"The Advertising Council and Energy Outreach Colorado develope"

so design includes the Advertising Council (business believes....or
should I say "bidnahss believes that it's our kids" and Insulation
manufacturer's association Home Depot and other
"bidnahsses" sponsored it...cheer up and enjoy the cool
cartoons and animation, we might be more energy independent
and secure, even if only a bit, due to it..(and we can
congratulate private enterprise if the campaign goes well
and blame it on "gubmint" if the campaign goes poorly ;-)
