Are there any rules or regulations on how quickly 401k money should be deposited into a participant's account?

The employer is required to transfer the employee contributions to the 401(k) custodian as soon as practical, but no later than the 15th business day after the month from which the funds were withheld from the employee's paycheck. For example, funds withheld from one or more paychecks in November should be sent to the 401(k) custodian no later than December 21. If you add delays from the mails and delays while the 401(k) custodian enters the data, four weeks into the next month is a possibility.

Also note that if you receive multiple paychecks in a month, it is possible that your 401(k) custodian might not accept more than one check a month, so in that case the employer would have to set funds aside until the last paycheck of the month.

My 403(b) contributions are usually recorded between the 11th and 15th of the following month.

The employer contributions (if any) can be made as late as when the employer files income taxes.
