If a Canadian Cabinet minister or even MP doesn't vote the party line the PM has the option to kick him out of caucus (he becomes an independent ... and he loses a lot of the research money, staff and other benefits that go with being a sitting member of parliament). Harper did it to about half a dozen of his Sask & Manitoba members (religion areas) that wanted to play the Gay marriage and Abortion card again. Harper called those issues "settled law" and made an example of what happens when you buck him. He knew those issues would get him hammered in an election in the big vote provinces of Quebec and Ontario. It is not like he would lose anything as a by election would still end up going to the Cons. O'Leary wasn't as politically astute as he refused to take a stand on the abortion issue. Anymouse
