A $500 dividend exclusion will encourage investment, but will save most of us maybe $140 or less. That won't even pay your phone bill.

Tax cuts are much more about politics and campaign contributions than they are about stimulating the economy. Its good business for politicians. And campaign contributions aren't watched too closely, so they can easily go into individual pockets.
