Alien-friendly? If you are resident I think you will find there is little issue with being an alien.

When you are not resident you can benefit from favorable tax treatment.

As I am from the US (but not living there) I am not sure of the fine details.

BTW - What sort of returns do you expect from US bonds? Are there alternatives that might make more sense if you look at other countries?
