Baltimore's Inner Harbor can be interesting....National Aquarium, an old sailing ship (Old Iron Sides) and a submarine are there, together with lots of shopping

But, Old Ironsides (USS Constitution, our oldest commissioned ship) resides in Boston Harbor, not Baltimore. Not sure there is a "Tall Ship" berthed permanently in Baltimore, but they had a huge celebration in June to kick off the bicentennial of the War of 1812 (Ft McHenry, Star Spangled Banner). The Eagle, the Coast Guard's ship led the parade and may have been there this summer.

Personally, though, if I was going to be in DC anyway, I'd hit Philadelphia and see Independence Hall. Then I'd head over to the National Archives in DC and see the Constitution (the document, not the ship!) Indeed, in a Boston - Philly - DC vacation, you could make the Constitution a "thread" thru all 3 cities!
