In a conference call with investors this week, Navistar highlighted a fact well known in the trucking industry but perhaps not as well understood by economists: New emission rules that take effect in 2007 will drive up the price of trucks by thousands of dollars. Fleet owners have responded by buying heavily this year. The question for 2007 is not whether sales will plunge, but how long and deep the decline will be.
