BofA's Bill Pay uses CheckFree. Money is debited from your account on the date payment is transmitted by BofA (no extra "float" days built in up front, but the bank gets the "float" before the recipient receives funds).

BofA's database does have a LOT of payees.

If you want access to a good B&M checking account at a place with bank branches, you could sign up for BofA's direct-deposit-oriented MyAccess account with the free Bill Pay, and satisfy their direct deposit requirement by doing at least one ACH tranfer in from another OLB like FIBI, USAA, or ING Direct.
