What do you mean?

The Democrats got about 51% of the House popular vote in 2020. They won a bit more than 51% of the seats.

The Republicans got about 48% of the House popular vote in 2020, and they won a bit fewer than 49% of the seats.

As noted upthread, Democrats have created just as many (actually a few more) "safe" seats as Republicans in Congressional districts.
