That's called "spoofing". It's not terribly hard to send any number you want as the caller ID.

As a trivial - and legit - example, I have two phone lines in my business. They have different phone numbers. But when I make a call using either line, the caller ID the person I am calling sees is the main phone number I give out. This is a setting on my phone provider's web site.

My phone company only allows me to use a phone number that is in my calling plan with them. So I can't use Apple's phone number. But the technology to do this is exactly the same as what a scammer can use to impersonate any phone number they want to.
