California utilities like JP Morgan* just consider fines the cost of doing business.
Utilities know they'll never be allowed to go under, the potential disruption to civil society is too horrible to contemplate outside the realm of dystopian sci-fi movies.

I'd bet if they jailed a couple of senior execs and board members for criminal negligence (maybe even landed a couple of murder verdicts), and things would shape up real quick.
