Does anyone know if there is some kind of Canadian Withholding tax on Dividends to Foreign [U.S.] investors that could affect CNI dividends?

And if there is a Canadian Withholding tax, is it better to buy CNI in a taxable account or a qualified retirement account?

I own another Canadian company that doesn't currently give dividends, but about a year ago my brokerage firm sent me a letter about a Canadian withholding tax, I think it was about 15% and I am wondering if anyone know anything about this. I would like to know before buying CMI so I know how it will affect the dividends and what type of account to purchase it in.
