Value Line is available in Libraries for free. Magazine and newspaper subscriptions should be eliminated, too. If they are really valuable, have the interested employees subscribe personally and charge it on expense reports. Individuals usually get lower rates, too.

You sound a lot like our university librarian. If she had her way, we would not have a library, and by definition, no university.
