Chase seems to be infamous for rate-jacking even if the borrowers haven't been late.

Chase may have been just as concerned about your individual utilization on their card as in the overall utilization. You were at 88% on their card, which is in line with others who got rate-jacked.

There's a balance somewhere between pure snowballing without regard to utilization and spreading the balances around. Yes, you may not get optimum snowballs if you BT to your higher interest cards. But the flip side is that you may get more attractive BT offers in the future.
