This sort of stuff is hyperbole of the worst kind. We do not have to choose between electric cars or suffering kids. There are other nations with large reserves of Cobalt including Australia, Philippines, Canada and even those nice Cubans not far from your coast ... that of course you won't buy from due to really old animosities. In fact the Cobalt mines in Cuba are run by a Canadian company that does not allow it's executives to go anywhere near US territory due to risk of arrest.

Should add that reserves of anything in the ground are mostly a guess until someone spends the money to drill holes. If demand and price for Cobalt goes up there will be a lot more of it found. Oh and yes, it will be more expensive as the new sources will mostly or completely follow labour laws.
