Committing a crime (or at least a crime of sufficient severity) is grounds for impeachment and removal. The Senate gets to hold the trial to determine whether that has taken place, and they do not need to wait for a judicial proceeding on the same actions before convicting if they want.


To my unlettered mind, and based on observing the Nixon and Clinton imbroglios, an impeachable offense is whatever the House of Representatives says it is. Then the Senate gets to sort out what's the B.S. and what's the buckwheat.
