Contact your payroll department for clarification. But, my thoughts ...

I live and work in Montgomery County. I just checked my paystub to confirm that I do not have such a deduction. However, I also do not live in a taxable city. For example, when preparing my taxes, a question that I am required to answer is do I live in a particular city of Maryland (there is a drop down list), such as Annapolis, Baltimore City, Burtonsville.

I am thinking that either this deduction is because you now live in a taxable city OR it is related to your employment for the county, such as union dues. Thus, a call to payroll is only way to know for sure what they set up for you and why. It might even be wrong.
