CNN has a list of some of the worst credit cards. Huge annual fees, monthly fees, and huge APRs.

And one of the cards is a prepaid debit card.

Most (but not all) are aimed at people who have poor credit, and who are looking for a way to improve their credit rating over a period of time. They figure that a year or so of misery could lead to a better rate down the road. But some of them are aimed at people with lousy credit who will simply never improve their credit rating, because they regard a credit card as more free money to spend, and never have a plan to pay it back.

And a restaurant card and two store cards are included.
