Consider the UV2 variant of the Dow strategies. Only two stocks, but higher expected return and much better reward vs risk compared to the Foolish-4. Datek accepts $2000 minimum and charges $10 commissions for trades on any of the 3 major US exchanges. At a maximum of 4 trades/year (2 buy, 2 sell) the $40 commission is still within the guidelines.
