Do people routinely decline calls? What does the caller see/here when you do that? Is it considered rude to do that -- 'cause short ring periods indicate you are ducking them?

I decline ALL calls that I do not know specifically. I tell everyone up front, "If you want me, you need to text or email me as I do not answer the phone." The only people I value hearing from know me well enough not to call. It's a bit of a running joke in business that I am extremely accessible - if you text or email.
