Do people routinely decline calls? What does the caller see/here when you do that? Is it considered rude to do that -- 'cause short ring periods indicate you are ducking them?

I usually let unknown calls go to VM. The biggest problem for me is that no local gov't or doctor offices have identified numbers, so it always goes to VM and I don't get to speak directly till I call back and hope they answer.
