Does the 60-day window apply to "I never authorized that charge" type of fraud, as opposed to "I authorized the charge, but didn't get what I paid for"?

As a practical matter, for the former, whenever there've been fraudulent charges on my cc's, the cc company recognizes it (almost) immediately. Whereas, although I check charges online at least weekly, whenever I've caught something suspicious, it's turned out to be something totally legit that I'd just forgotten. :)
