Yes, I've looked at it in the library. It's another good starting point when you're actually doing the research for the short list of sites that appeal to you, just like the web sites that a couple of people have recommended.

But, again, my intent in this draft is to define a general set of criteria that one can use to decide just how much weight each criterion should be assigned, and then use that list to provide a means for comparing sites against each other.

Making a list of sites that you want to compare is a separate project, and this book, along with some of the "places to retire" books can help generate the list of sites that you think ought to be included.
