Driving the homeless out of tents, preventing defecation on streets and sidewalks, moving them to suitable housing. Teaching life skills. Adequate health care. Job skills. Better mental health care. Substance abuse training/recovery counseling.

2. If you offer it for free a line will form

Homelessness has been with us since the Pharohs and however nobel our intent, will continue to be with us. But unlike the 'bums on skid row' of my youth, today's homeless have become Nobel and institutionalized, meaning those who can afford to maintain their own household are incentivized to move to the street requiring others to pay their costs of living, preserving their cash for what they particular drugs/booze. Such individuals have no interest in the well-intentioned remediation programs mentioned.

The YouTube video 'Seattle is Dying' makes a good case for the money pit the homeless industrial complex creates which, it shows, has nothing to do with actually solving the problem, but in fact only makes it worse.
