The French government has threatened to punish active soldiers who signed an open letter by 25 retired generals warning President Emmanuel Macron the country is headed for "civil war".

A number of serving defence force members are believed to have signed the letter published last week in the right-wing Valeurs Actuelles magazine, which warned that "laxist" policies would result in chaos requiring "the intervention of our comrades on active duty in a perilous mission of protection of our civilizational values".

"The hour is grave, France is in peril," the retired generals wrote, adding that failure to act against the "suburban hordes" -- a reference to residents of the mainly immigrant areas that ring French cities -- and other unnamed groups who "scorn our country" will lead to "civil war" and deaths "in the thousands".

Since the 2015 terrorist attacks against the staff of satirical magazine Charlie Hebdo, France has faced a succession of such attacks by Muslim extremists, the most recent of which saw the October beheading of teacher Samuel Paty and the murder of three people at Notre Dame Basilica in Nice.

While the president has been adamant that the problem isn’t Islam, but a rejection of Republican principles, his government’s rhetorical and political focus has caused many to feel otherwise.

The concern is that discrimination against Muslims in France is already prevalent in every sector, from housing to employment and interactions with the police. According to the government’s own figures, 42% of Muslims (other studies put the figure at 58%) declare having experienced discrimination due to their religion, a figure which rises to 60% among women who wear a headscarf.
