Right now, ING is getting plenty of new customers with their $25 referal bonus (and the $10 incentive to refer ain't bad.) You'd have to invest more than $10,000 and leave it in there a year to make a difference.

And, there are an awful lot of people who don't trust these online banks they've never heard of. Emigrant has been advertising like crazy, and they guarantee their rate till the end of the year. This not only increases customer confidence in them, it reminds them that running off to every new bank that offers to bump them up .05% might not be worth the trouble if those rates are merely temporary teasers.
