from everything I've read about it, the Licensed Tax Preparer and Licensed Tax Consultant exams were much harder than the RTRP exam.

I'll second that. I'm a great test-taker. I scored near-perfect SATs and was in the top 2% on the GREs. I have two bachelor's, a master's and a professional degree plus two professional certifications. And I studied my butt off for the OR tax board exams. And scored only 80%, just 6% above flunking. That was the worst I've done on a test, probably ever, in spite of efforts that usually get me close to 100%.
