I believe the actual auction is tomorrow, so there should still be time to make a bid, should anyone prefer this to Pen Fed (or not have a Pen Fed account, in which case TIPS don't look bad compared to alternatives).

But that would mean an actual yield for 2.65% coupon TIPS maturing July 2017 would be set tomorrow. As of today, that would be about 2.31% yield (which means you would need to have more than $1000 to pay for $1000 face value).
