At the 9:15 to 10:00 minute segment (especially 9:42 to 9:55), this youtuber says Tesla declined the German funding because accepting that funding would require Tesla to produce ALL innovations at Giga Berlin (with German supervision and approval?) before the innovations could be implemented at other Giga factories.

When Tesla said they were rejecting the German funding, the reason given was "We learned our lesson from the onerous US loan".

Unions are powerful in Germany. They must be accommodated. Can Tesla keep them happy?

Before being accommodated they must be voted in by the workers. TBD

BTW, I don't think German unions are as bad as the French ones.
