Get ahold of O'Shaughnessey's book "How To Retire Rich". The chapter discussing the "Utility/Dividend strategy" is probably on point. The main problem with any bond-type investment is that you lose out to inflation. And at 67 years old, she has another 15-20 years of life expectancy.

She goofed with the annuities. They are somewhat like trying to get your arm back from a pitbull.
