Go to your local library and check out a couple of the travel books aimed at the budget-minded (Frommers, Rough Guide, Lonely Planet, Let's Go). The bulk of the hotels that they recommend are reasonably priced bed and breakfast type places. However, be forewarned that Rome (like most large cities) can be expensive. We spent a week in September there a few years ago and spent around $100/night at a comfortable but certainly not luxurious hotel.
