Aren't investments, annuity, stocks, mutual funds, etc, held within an IRA. Isn't 401K or IRA the wrap or holding vehivle of whatever the investment happens to be - not the other way around?

BTW, some insurance salesman talked my retired mother into transferring her IRA investment to an annuity within an IRA. He misrepresented the annuity and what it would do for her. Don't think much of annuity salespeople.
