There are large expatriate communities worldwide. People are figuring it out somehow. Depending on which source you use the U.S. expat community in Mexico is somwhere around 1-1.5 million.

I know a couple living in San Miguel de Allende on nothing but their S.S. checks.

The U.S. taxes U.S.-based income, but if you are making foreign-based income the first $80,000 or so is not taxed by the U.S.

Besides, why move your money overseas? We did a Mexican vacation in May and took very little cash, getting more as we needed it via ATM machines, just like we do here at home. It's simpler that way.
