After finishing Bernstein's Intelligent Asset Allocator, I have decided to add a bond fund(s) to my portfolio to reduce risk.

Because of my tax bracket, I think it would be best to go with a Muni bond fund from Vanguard. Is this a good time to invest with the interest rates so low? Or should I wait for them to rise and revisit this idea in a year or so?

Would you DCA into a Muni bond fund or go Lump Sum?
