government to be run like a business, well..

Running the government as a business is not the goal. Running a government that is free of corruption and instability is a goal.
A business is designed to look at the bottom line return on investment nothing else. If the government were running policy as a return on investment Medicare for retired citizens over 65 is a waste of money. Citizens over 65 no longer contribute to the economy nor do they contribute to the return on investment. Treating them in the hospital setting with expensive procedures would not be in line with running a good business. A very very expensive cost to the shareholders which in this case is the taxpayers. Denying expensive Healthcare treatment to retired citizens over 65 would be one of the best ways to increase the return on investment.
There are many other examples how the government provides services that contradict the best return on investment.
