Well, America has been benevolent towards Europe. I don't think it can claim the same wrt Central or South America, or the Arabian peninsula. Overall, England would probably steal the benevolence crown if there was such a thing. However, a competition on who is the "least bad empire" is hardly the point. How about not striving to be an empire?


If the US were truly benevolent...

* it wouldn't need military basis in 100+ nations
* it wouldn't spend $400 b ++ (official figure) on its military
* it wouldn't overthrow governments whose policies it doesn't like
