>> I just got married, and my wife decided to leave her teaching job. She is now working a temp job, but we need to determine what to do with her 403B funds (less than $5k)

We definitely plan to roll it over into an IRA, but I am not quite certain with whom we should open an account.

I have heard that Scottrade is good... I have also heard that a direct account with Vanguard is another good option

Are you planning to invest in individual stocks or mutual funds? If you only want to invest in mutual funds, Vanguard is a good option but they are a little pricey as a brokerage for trading stocks.
