I have 403b at work. I intend to contribute to my 403b maximum amount allowable. My employer contributes 6% of my base salary.Are employer's contributions included when determining maximum amount allowable?

No. The rules are that your pre-tax contributions are the lesser of a specific percentage of your pay, or $10,500 per year. Your employer's contribution isn't included. It's what you contribute from your paycheck.
