Here in San Diego, there is already a wall. Up until about 12 years ago, it was a common sight to see illegal aliens running across Interstate 5 near the border, and every month two or three would be hit by cars and killed. CalTrans put up those yellow caution signs with a silhouette of people running, to warn motorists to slow down.

So they put up an uncrossable barrier. Took the warning signs down. No more illegal crossings. The illegal aliens and smugglers are funneled eastward where there is intense Border Patrol surveilance.

Crossings are down by 90%. It used to be easy, now it is very difficult.

To secure the border, they would need to eliminate that last 10%, by building a wall in a few more areas where there are gaps in the coverage. But for all intents and purposes, the wall is already there.
