outrangeous delayed sales loads (5%), and unremarkable performance (10-13%) are all that I have to choose from, so what should I do?

You might want to double check with the administrator about the loads. In many 401Ks the typical loads are waived. All front loads are waived in our plan. Some of the funds in our plan impose a 3% short term trading fee (funds held less than 90 days) but I find that understandable and reasonable. I suggest double checking, it might not be as bad as you think.

I'm not quite sure what you mean with those performance numbers, what's the time frame. I for one would die for 10% this year.
