This makes no sense to me. The U.S has had pretty good private property rights and we had burning rivers and smoking swamps until the clean water and clean air acts were passed and the private property rights were impinged upon.

*RIGHT!* You *NAILED it, and apparently still don't realize it. Re-read your own explanation, it sums it up perfectly!

Evidence A:

Nobody has any incentive to sacrifice the costs of non-controllable commons (air & water) unless/until they have full property ownership rights of everything else that IS controllable.

But I understood, and possibly incorrectly, that Dave was saying that China needed strong personal property protections and laws before environmental laws would work.
You understood perfectly!

The uninspected typically intuitive narrative is that the tragedy of the commons occurs IN THE MIDST of unrestricted private property privilege... but Bernstein shows very convincingly, and historically, how it is actually the exact reverse.


Or Dave could have just been snacking on the wrong kind of mushrooms.
