How about Yahoo! Visa. If you qualify, you get no annual fee, and an extremely low APR of 9.9%.
Even if you get a not so great credit line, they'll expand it every 4 months if you keep it in good standing.
It's been great for me since the low limit makes me only charge essentials (that I can pay off at months end), and if I need to finance a bit, I don't get killed by the interest.
Will be adding web banking to download financial data to Quicken or Money soon.

If you're looking for great service, I can also recommend NationsBank Visa. Medium APR of 17.9%.
