How do you define moderate?

Institutional versions of Mutual funds in a 401k are almost always going to carry a higher expense ratio but you work with what you have. It may be that your best bet is to set up a Roth IRA outside of the 401k, invest in your low cost index funds there, and then diversify where appropriate in the 401k.
