How does one trouble shoot this if fluid is not emerging in the back window...........................................................

Has the weather gone from mild to cold, or has the car been washed ??

Start with confirming that water, from a car wash, or rain/melting snow, etc hasen't just frozen over the washer opening.
If you have only one reservoir for front and rear, you'll want to eliminate this before you start looking at the hard stuff.
