I know that the chip/PIN certainly makes life easier when in Europe, like using a machine for train tickets rather than visiting the counter.

But it is perfectly do-able with a "no-foreign-transaction-fee" Visa/Mastercard and cash.*
ATMs are fairly easy to find, and there are still many places that are cash only, so you will have to be walking around with cash, anyway.
