Kaiser Family Foundation (not Kaiser the health insurer) has published a 15 page guide to Medigap policies that pick up some of the 20% not covered by Medicare.

I always thought that Medigap was the same everywhere since the Gov't has 11 different standard policies so it's easy to comparison shop between insurers. But while there's 11 standard policies, the quality of administration and enforcement is left to the states. And like Obamacare, you have states that do a good job protecting consumers, and states where you're more likely to get screwed.
