I didn't read the executive order, but the way it works now is cars have to meet CARB standards in order to be registered. Presumably, they'll keep the same rule.

The CARB standards would need to be revised. New rules will need to be written. The executive order is just setting a goal or target by 2035 for in-state sales. The word is specific to in-state sales. It does not state anything about out of state sales or contain a specific ban on gasoline vehicles.

For someone like Jaak to say with authority that is what the order means, there should be a source that states that. Otherwise, it's just his opinion or reading of the order. That's why I linked it above so others can come to their own conclusions.
